  • The Journal on Community Strategies (JCS) is a peer-reviewed, interdisciplinary journal dedicated to advancing the theory, research, and practice of place-based strategies that foster equity, community engagement, and systems-level change. Rooted in the mission of equipping organizations and communities with research-driven insights, JCS serves as a platform for scholars, practitioners, policymakers, and community leaders to share knowledge that supports sustainable, locally grounded, and participatory approaches to education, workforce development, and community well-being.

    JCS publishes innovative, applied, and empirical work that deepens understanding of how communities—especially those historically under-resourced—can be empowered through strategic planning, evaluation, leadership development, and capacity-building. We are particularly interested in contributions that bridge gaps between research, policy, and practice and that highlight the complex interplay between local knowledge, institutional action, and community voice.

    The journal welcomes a wide range of methodological approaches, including qualitative, quantitative, mixed-methods, and participatory research. We also invite thought-provoking conceptual papers, case studies, and practice-based reflections that challenge dominant paradigms and uplift equity-centered, community-informed models of change.

    Topics of interest include, but are not limited to:

    • Community-driven evaluation and strategic planning

    • Place-based and participatory approaches to systems change

    • Youth engagement and opportunity development

    • Research use and evidence-informed decision-making

    • Cross-sector collaboration in education, health, housing, or workforce systems

    • Thought partnership and organizational capacity building

    • Culturally responsive and equity-centered program design

    • Innovative frameworks for measuring social impact and systemic transformation

    JCS is committed to democratizing knowledge and amplifying voices from within communities. We aim to serve as a bridge between the academy and the field, advancing the co-creation of strategies that enable stronger, more stable, and more just futures.

  • As part of Re/val Strategies, the Journal on Community Strategies (JCS) envision a world where every organization and community has access to the knowledge, tools, and strategies needed to drive lasting and impactful change.

    JCS is therefore an open access journal committed to the belief that knowledge and strategies should be freely accessible to all, especially to the communities, practitioners, and organizations whose lived experience and realities impacts (or can be impacted by) the research we publish.

    There is no fee associated with submitting and publishing to JCS.

  • The Journal on Community Strategies (JCS) accepts a limited number of advertisements to support the accessibility and sustainability of our community and open access model.

    All advertising request are handled on a case-by-case basis, taking into account alignment with JCS and Re/val Strategies mission, aims, and audience; as well as the content of the journal issue.

    Please note: not all issues or publications of JCS will contain advertisements, and we reserve the right to decline any advertisement that does not meet our standards for relevance, quality, or alignment.

    Acceptance of any advertisement does not imply endorsement by JCS or Re/val Strategies.

  • Submission Guidelines for the Journal on Community Strategies (JCS)

    Aims and Scope
    Before submitting your manuscript, please ensure it aligns with the aims and scope of the Journal on Community Strategies (JCS). JCS publishes interdisciplinary peer-reviewed research, evaluations, case studies, and conceptual papers that explore strategies or start conversations to strengthen communities.

    We welcome contributions from scholars, practitioners, and community-based leaders working across disciplines and industries with focus on community dynamics, community advancement, and community engagement.

    Types of Manuscripts
    JCS accepts the following types of submissions:

    • Original Research Articles
      Empirical studies based on qualitative, quantitative, or mixed methods that contribute to theory, policy, or practice.

    • Evaluation Reports
      Papers that share lessons from program evaluations, including design, methods, findings, and implications.

    • Community Case Studies
      Practice- and data-informed examples of local, place-based, or organizational strategies that resulted in notable change.

    • Conceptual or Theoretical Essays
      Exploratory or critical essays that advance frameworks, models, or systems-level thinking relevant to the journal’s mission. Word limit: 4,000-7,000 words.

    • Practice Briefs and Commentaries
      Shorter, timely reflections or applied insights on issues relevant to communities, organizers, practitioners, policy advocates, or funders. Word limit: 2,000-3,500 words.

    Manuscripts with word limits does not include references, tables, and figures in the word count.

    Language
    Manuscripts must be written in English. Authors for whom English is not their first language are encouraged to seek professional editing services prior to submission as we are unfortunately not able to offer those services, at this time.

    Use of Plain Language
    Authors are expected to use words that are respectful, direct, and make your ideas accessible and understandable to different readers (researchers, community members, or people working in the field). For tips please visit plainlanguage.gov.

    Formatting Requirements

    • Double-spaced, 12-point Arial font

    • APA 7th edition citation style

    • Numbered pages

    • Anonymized for double-blind peer review (remove author names and identifying references from text)

    • Include an abstract (150–250 words) and 4–6 keywords

    • Headings should be clearly structured and consistent

    Informational Page (submitted separately):

    • Title of the manuscript

    • Names, affiliations, and ORCID # of all authors

    • Corresponding author contact information

    • Public Contact information for all authors (email address only)

    • Acknowledgments (if applicable)

    • Conflict of interest statement (if applicable)

    • Funding statement (if applicable)

    • Statement of acknowledgment and agreement to the below Ethical Considerations

    Ethical Considerations
    Authors must adhere to ethical standards in research involving human participants, including obtaining informed consent and assent, as well as IRB approval where appropriate. JCS follows the ethical guidelines of the Committee on Publication Ethics (COPE).

    Peer Review Policy
    All submissions undergo a double-blind peer review process by at least two independent reviewers. Reviewers are selected based on expertise, experience, and methodological alignment. Final decisions rest with the editorial and review board. Editorial and Review Board decision are final and there are no options for appeal.

    Community and Open Access and Licensing
    JCS uses a community and open access model. All published manuscripts are freely available upon publication and licensed under a Creative Commons Attribution-NonCommercial 4.0 International License (CC BY-NC 4.0), unless otherwise noted.

    JCS does not charge article processing charges (APCs) or submission fees.

    Manuscripts should be submitted electronically via the JCS submission portal. Please prepare your manuscript according to the above guidelines and ensure all components are included.
